在封闭经济和开放经济中,垄断产生的原因、垄断主体、垄断产生的经济影响、垄断程度的判别、垄断对经济体内部市场竞争的影响、对国际市场竞争的影响、经济体内部的垄断结构等等都存在差别,由此导致政府反垄断的对象、范围、手段、效力、主体、约束力量、博弈对象、竞争目标等也存在差别.一国经济在由封闭经济走向开放经济的过程中,应该充分考虑这些差别,从而制定出合理而有效的反垄断政策.

A Comparative Study on the Government's Anti-Monopoly Policies in Closed Economy and Open Economy

There are many differences between monopoly in a closed economy and that in an open economy,such as the causes of monopoly,the subject of monopoly,economic influences of monopoly,the judging criteria of the degree of monopoly,impacts of monopoly on market competition inside the economy or in the international market,and the monopoly structure inside the economy etc.As a result,there are also many differences between government's anti-monopoly policies,such as the target,the scope,the measures,the effectiveness,the main agents,the sanction,the gambling object and the competition goal of the anti-monopoly behaviors etc.In the process of the transition from a closed economy to an open economy,the government should take these differences into account to establish rational and effective anti-monopoly policies.
