旅游景区与周边居民间和谐关系问题初探

当前中国旅游产业蓬勃发展,旅游景区绝大部分已由外事接待的公益事业单位性质转换为赢利性经营单位的企业性质。景区身份、功能和目标的转换,必然带来利益的重新分配,也必然产生各种新的现象和问题。其中,旅游景区与周边居民间的和谐关系问题就日益凸显,并已严重影响到中国旅游景区的健康有序发展和社会和谐。如何解决这些问题,目前业界和学术界很少对此进行系统的分析和研究。从旅游景区工作中的实际情况出发,对旅游景区与周边居民间和谐关系进行了定义,列举出当前存在的主要问题,剖析表层和深层原因,并试图结合理论与实际找出解决该问题的一般对策,希望对景区一线管理者和景区所在地基层政府进行相关管理决策时有所帮助,促进景区与周边居民间和谐关系的实现。

Study on the Issue of Relations between Tourist Scenic Area and its Neighboring Farmers

Currently,China＇s tourism industy is undergoing flourish development. Tourist Scenic Areas,mostly,have been changed from public utility for reception of foreigners to profit-making enterprises. Identical,functional and aim transformation results in redistribution of benefits. And with this new problems and phomena,one of being the increasingly prominent problem is the relations between tourist scenic area and its neighboring farmers. This problem has badly affected the healthy and orderly development of tourist scenic area and harmony of the society. As for how to tackle this problem,presently,little systemetic analysis and research have been done by either tourism industry or academic circles. This article,based on the reality in the daily work at tourist scenic area,lists existing major problems,analyzes the superficial and deep reasons and tries to find a solution by combining theory with practice,in the hope of some help to those front-line managers of scenic areas and scenic area＇s grass-roots government when making relative management decisions.
