论国民收入分配中效率与公平的关系

公平与效率是人类生活中的一对基本矛盾,国内外学者关于公平与效率的关系存在着许多不同的论述,党中央根据改革的推进和经济生活发展的不同阶段也曾多次改变提法。党的十七大报告提出"初次分配和再分配都要处理好效率和公平的关系,再分配更加注重公平"。这一表述是对当前我国收入分配理论做出的新概括,是马克思的生产关系决定分配关系原理的新发展,有利于以人为本的科学发展观的贯彻落实和我国经济社会的协调发展。

The Relationship between Efficiency and Equity in Distribution of National Income

Equity and efficiency is a basic contradiction in human's life,with which domestic and foreign scholars had a lot of different expositions.Seventeenth National Congress of the Communist Party of China points out:"A proper balance will be struck between efficiency and equity in both primary distribution and redistribution,with particular emphasis on equity in redistribution." According to reform and different stages of economic life development,Central Party Committee has changed the reference many times.This interpretation is the new summary of current income distribution theory and new development of the Marxism's principle that production relations decide distribution relations.It is also conductive to thoroughly apply the Scientific Outlook on Development which putting people first as its core and promote China's economic and social development.
