| 摘 要： | 本文分析了国内外电子支付及相关的法律与监管情况,发现电子支付存在法律空白和监管空白。分析了电子支付存在的风险,尤其是第三方电子支付的风险。在此基础上借鉴国内外的经验,提出了电子支付监管的政策与措施。
