公、私产品界定标准局限性分析

摘    要:西方公共经济学对公共产品概念及其属性特征的描述过于抽象,因而受到多方质疑.公共产品属性特征并不是天然形成的,"非竞争性和非排他性"两个属性特征会随着一个国家的政治、经济、文化和科学技术发展水平的变化而变化.特别是由于中西方社会经济制度及其结构的差异,导致西方公共产品界定标准在我国具有明显的局限性.因此,公、私产品的界定标准应该主要取决于产品的供给方式和制度安排.

Abstract:The non- objectiveness of non- rivalness and non- excludability of consumption as judgement standards of public goods has drawn a lot of critiques and questionings. Non- rivalness and non- excludability are not natural attributes of public goods. They will change with the development of the politics, economy, culture and technology of a country. To judge if a good is public or private mainly depends on the supply means and institutional arrangement related to the good itself.
