| 摘 要： | 当前我国地方政权中发生一系列"权力腐败窝案",就其性质而言是一种整体性、结构性、系统性、联动性的内生拓展型权力腐败.这种家族化、帮派化、圈子化的地方政治退化现象,究其根源在于:我国经济体制改革与政治体制改革互相脱节,地方行政体制改革与财政体制改革互相脱节,实行"党内民主"与扩大"基层民主"互相脱节.

| Abstract: | a series of "power corruption cases"have taken place in our local authority,which character is a whole,structural,systematic,interactive,endogenous and expansive corruption.The root of this kind of household,factionalizing,circling local political retrogression phenomenon lied in the mutual disjointednessbetween economic system reform and political system reform,the local administrativesystem reform and the financial system reform,carrying out " inner-party democracy"and extending "grass-roots democracy". |
