公众参与资源管理的影响因素识别研究

随着我国社会经济的快速发展,各种自然资源被大量消耗,资源的高效利用与保护问题日益受到重视。在此背景下,公众参与作为一种合法的参与行为在资源管理过程中可以提高管理决策的科学性,从而提高资源利用效率。本文在借鉴国内外大量实证案例研究的基础上,尝试对影响公众参与资源管理的因素进行识别,并采用题项的形式进行小样本问卷调查,获取公众感知数据,然后运用多层次灰色方法计算出各影响因素的影响水平即重要性,在此基础上提出促进公众参与资源管理的对策建议。

A Research on Identifying the Affecting Factors of Public Participation in Resources Management

With China’s economic development rapidly growing and a large number of natural resources being consumed,efficient utilization and protection of resources have increasingly attracted attention.Under such context,public participation as a legitimate behavior can make decisionmaking process more scientific to some extent and enhance resources utilization efficiency.This paper,based on large domestic and overseas empirical studies,attempts to identify affecting factors of public participation in resources management and adopts questionnaire investigation to obtain public perception data.After that,it calculates the affecting degree of each factor,namely importance,by means of multi-level grey approach and ends up with proposing countermeasures of promoting public participation in resource management.
