| 摘 要： | 碳税是减少碳排放的一种重要手段。碳税开征与否的一个主要争论在于：征收碳税是否会加大收入差距。在制定碳税政策时，需要考虑碳税实施后对收入分配产生负面影响的可能性，权衡公平目标与二氧化碳减排效果，在体现社会公平的前提下实现节能减排的目的。

| Abstract: | Carbon tax is an important instrument to reduce carbon emissions. Whether carbon tax will increase the income gap or not is the main ar- gument of the imposition of carbon tax. We need to consider the possibility of negative impact of carbon tax on the income distribution, weigh the fair goal and effect of carbon dioxide missions, and realize energy conservation and emission reduction on the premise of social equity in the devel- opment of carbon tax policy. |
