对水资源"农转非"现象的经济学分析

我国的水资源"农转非"现象日益凸显并具有"多赢"的社会经济效应,既能提高水资源配置效率又能推动农业节水和工业发展。水资源"农转非"的潜在负效应是"如果转换失控,可能会损害农业和农民的用水权益"。为防止"转换失控",应认真地考虑对农业和农民的补偿及对水资源"农转非"现象的调控和管理。补偿的形式可以是价格补偿、节水投资补偿或新水源补偿;调控管理的重点应该是水资源转移的数量调控和程序调控等。
