中国“三农”问题与二元经济结构的刚性分析

我国“三农”问题的核心是农民问题，解决的根本途径则应是减少农民的数量，提高人口城市化水平。而我国二元经济结构的刚性则使这一转变过程进展比较缓慢，其深层次的原因则是两大制度的安排：户籍制度和土地政策。从政策层面上只有继续加大农村剩余劳动力转移力度；进行户籍和社会保障制度改革，加快城乡一体化进程；加大农村教育投入，提高农村劳动力素质，才能更好地促进城乡协调发展，才能从根本上解决“三农”问题。
