| 摘 要： | 分析了国内外石油供给形势和资源发展前景,阐述了立足国内和争取利用国外石油资源的关系,提出立足国内是我国石油安全战略的基本出发点。对保障我国石油安全提出4种主要途径,对国内劣等油气资源有效开发利用提出政策建议。

| Abstract: | Based on the study of petroleum supply and petroleum resource development both in China and abroad, this paper discusses the relationship between domestic base and international utilization of petroleum. It is proposed that domestic petroleum development is the basic standpoint and strategy for safeguarding the petroleum utilization in China. Four approached are suggested for ensuring the petroleum supply in China. Some suggestions are also proposed for the development and utilization of inferior petroleum resources in China. |
