| 摘 要： | 新古典产业集群理论认为,在产业集群形成与演化的过程中,政府不能起到正面作用,而主要应该依靠市场,但这不适用于对实际问题的分析。从理论上看,产业集群的理论范式应采用非均衡、非线性理论的分析工具将更为适用。从经济史来看,政府对推动产业集群的形成与演化具有决定性的作用。政府对产业集群形成与演化的作用是内生的。
