对行政事业单位国有资产管理的思考

目前,在我国行政事业单位国有资产管理中存在诸多问题:资产配置不科学,重复购置、效益低下;对国有资产管理的重要性认识不足,管理意识淡薄;国有资产立法滞后;行政事业单位国有资产管理制度不健全,缺乏约束机制;非经营性资产转经营性资产管理不严,造成国有资产流失;不履行程序,随意处置国有资产,收益不上缴财政。因此,应采取建立产权集中管理体制;完善部门预算编制;强化预算管理等措施,加强对行政事业单位国有资产管理。

Thinking about state-owned assets administration for administrative institutions

At present,there are many problems existing in state-owned assets administration for administrative institutions in our country,such as,assets distribution is not scientific,repeated purchase,low efficiency;doesn't understand the importance of state-owned assets administration,administration awareness is dim;state-owned assets legislation gets behind;state-owned assets administration system of administrative institutions is not right,lack of restriction mechanism;administration for transition from non-operational assets to operational assets is not strict,brings the loss of state-owned assets;does not perform the procedure,disposes state-owned assets at random,profits does not be turned in.Therefore,should take measures of building centralized property management system,perfecting departmental budgeting,strengthening budget administration,and so on to enhance the state-owned assets administration for administrative institutions.
