摘    要:推动基层经济社会的发展,必须破解基层经济社会发展人才需求困境,需要党和政府从宏观上对我国基层人才流动问题进行政策调控,引导人才向基层流动。文章以淮北市基层人才发展状况为视角,探索当前基层人才发展存在的问题、面临的机遇,并提出引导人才向基层流动的若干政策建议。

Abstract:Promoting grassroots~ economic and social development, we must crack the predicament of talent needs in the grassroots~ economic and social development. The party and the government need policy contrl from macroscopic view about the problems of grassroots talent flow to guide the flow of talent to the grassroots. From the perspective of the development situation of grassroots" talent in Huaibei City, the paper explores problems of the grassroots" talent development opportunities, and puts forward a number of policy recommendations to guide the flow of talent to the grassroots.
