摘    要:发展阶段划分为认识事物发展提供认知框架。文章通过智库评价文献研究,借鉴国内外智库发展历程与趋势,结合地方行政学院智库发展基本情况,将地方行政学院智库发展水平分为非系统化阶段、体系化阶段、特色化阶段和新型智库阶段等四个阶段,这对于认知行政学院智库发展内在逻辑,构建中国特色新型智库体系具有重要意义。

Abstract:Since the founding of new China, China's civil servant pay system has been in a chaotic state, pay reform has been implemented for many years. In June 2014, the Department announced the basic direction of the civil servant pay reform, China will launch a new round of civil servant pay reform.The paper first covers the course of history and basic content in wages of China's civil servant, and summarizes characteristics of the previous four pay reforms. Then it an~dyzes the necessity of reforming. Finally, some specific points are provided in the basis of reform' s direction.
