| 摘 要： | 借鉴美国、日本等国开发落后地区的法律实践,我国西部大开发也应走依法开发的道路.要以宪法为基础立法,坚持以可持续发展为指导思想立法,严格按市场经济规律立法,对西部区域范围、西部开发财政制度、税改制度、土地制度、劳动力资源制度、环保制度、科技开发等作出明确规定,以促进西部地区振兴.

| Abstract: | The legal practic of America and Japan in developing backward areas provides valuable lessons for us to. The Chinese people should develop West China in accordance with laws. We should base on constitution;with the opinion of keep sustainable development ; make the law base on market economy rule. The laws concerning developing West China should be established to spelify the geographical limits, finanaicel rules, tax policy, land systerm, personnel system, regulations of environmental protection and scientific and technological development policy. |
