| 摘 要： | 目前社会各界对发展电动汽车的意义、必要性和紧迫性已达成共识，但电动汽车发展依然存在诸多瓶颈，动力电池与配电网是当前电动汽车规模化发展的主要制约因素。基于对两大瓶颈问题的深入分析，提出“换电为主、插充为辅、集中充电、统一配送”的充电服务网络运营模式，以突破当前电动汽车发展瓶颈的制约，并提出了相关政策建议。
