| Abstract: | The essential qualities for the Communist Youth League cadres are ideological and political quality, moral quality, the quality of possessing theoretical knowledge and ability and psychological quality. The assessment of these qualities should correctly deal with the relations between morality and talent, design the system reasonably and the distribution of flexible strategy. |
