技术成熟度评价方法综述

摘    要:一些具有战略性和前瞻性的国防重大科技工程,存在较大的技术和管理风险,因此很有必要在工程研制过程中引入先进管理理念,实施科学管理。本文参照美国航空航天局、美国国防部等机构对技术成熟度的概念及等级定义,结合我国航天工程的特点,给出了本地化的9级定义,并且以某导弹系统的环形激光陀螺技术为例来说明其定义内涵,接着介绍了国外技术成熟度的应用情况、应用模式以及应用效果,再对我国重大国防科技工程引入技术成熟度的作用和步骤进行了说明,最后立足于我国国情,提出在我国引入技术成熟度的建议。

Abstract:In some strategic and visionary major scientific and technologic defense engineering huge technology and management risks can not be ignored. It is necessary to introduce advanced management theory in engineering research, implementing scientific management. According to the technology maturity theory and level definition proposed by NASA and DOD, This paper defined 9 - level technology maturity, which is incorporated to characteristics of China aerospace engineering, And gave the example of missile system circular laser gyro technology to illustrate the definition. This paper also investigated the application situation, pattern and effect of technology maturity in developed countries, described the advantages and process of introduction the technology maturity in major defense scientific and technologic engineering. Finally, according to our country condition, this paper proposed some advices of technology maturity application in China.
