| 摘 要： | 跨国粮商冲击我国粮食市场具有从大豆产业的深度掌控到中国粮食产业的全面冲击、从单环节到全球供应链整合的竞争、从小试牛刀到中国粮食产业话语权的日益蚕食及跨国粮商对粮食产业的控制具有针对性、超前性、战略性与整合运作性的特点四大特性,造成我国粮食流通安全问题充分暴露:连年丰收不减粮食安全危机或威胁,粮食收购市场无序且调控低效,粮食安全微观基础在跨国粮商冲击下显得非常薄弱。针对此情况,应以农户结算卡为基础,建立全球粮食供应链体系和粮食预警、调控体系,紧握农户、企业和市场三个抓手保障粮食安全。
