我国转变政府职能的理论依据与实际进展

政府的经济职能包括:生产职能Ⅰ、生产职能Ⅱ和公平职能。转变政府职能在理论上的要求是:压缩生产职能Ⅰ,强化生产职能Ⅱ和公平职能。从财政支出结构观察我国政府职能转变的基本情况可以看出,从1978年至2006年,我国政府执行的生产职能Ⅰ趋于减少、生产职能Ⅱ和公平职能均趋于增加,符合理论上的要求。和别国比较,我国政府的生产职能Ⅰ是否膨胀、公平职能是否薄弱,这是转变政府职能进一步的任务。

Transformation of Government Functions: Theory and Progress

The economic functions of government include production function Ⅰ,production function Ⅱ,and the function to maintain social fairness.Theoretically,the transformation of government functions should go by weakening production function Ⅰ,strengthening production function Ⅱ and the function of maintaining social fairness.The transfor-mation of Chinese government functions from 1978 to 2006 seems to be on the track theoretically if the structure of public finance expenditure is studied.However,when the Chinese government functions are compared with those of other countries,the transformation should go further by weakening more production function Ⅰ,strengthening more the function of maintaining social fairness.
