探讨基于B/S（浏览器和服务器）结构的济南市自然灾害综合风险数据管理系统的总体设计，数据库设计和服务器端、浏览器端功能设计与实现。重点分析二三维一体化的灾害信息可视化表达、基于地理信息数据的空间化分析运算、异构多源数据的一体化管理与多级共享等关键技术，为城市自然灾害风险防控管理和应急救援提供技术支撑。

Design and Implementation of Natural Disaster Integrated Risk Data Management System Based on 2D and 3D Integration

The system design, the database design and the function design on server and browser client of the natural disaster emergency management system in Jinan based on B/S（browser/server）mode is discussed.And then focus on the analysis of key technologies: multi-dimensional disaster information expression based on 2D-3D integration.Spatial analysis and operation based on geographic information data , Integrated management and multi-level sharing of heterogeneous multi-source data, in order to provide technical support for urban natural disaster risk prevention and control management and emergency rescue.
