| 摘 要： | 通过分析我国及新疆维吾尔自治区的水权转让现状及存在的问题,探讨初始水权的分配模式、水权转让的范围、基本原则、转让价格、转让方式及转让类型等,提出适合新疆维吾尔自治区的农业初始水权分配模式、水权定价机制及权益保护和补偿机制,为新疆维吾尔自治区水权制度及转让机制的建立提供借鉴。

| Abstract: | By analyzing the current status and problems of water right transfer in China and Xinjiang, the distribution mode, basic principle, transfer price, transfer pattern and transfer type of the initial water right are discussed. The distribution mode of initial agricultural water right, water right pricing mechanism and right protection and compensation mechanism are put forward so as to provide reference for the water right system and transfer mechanism in Xinjiang. |
