| 摘 要： | “三足一脑”的经济发展模式是由东部、西部、外部和中央政府组成的一个有机体。各组成部分之间既有分工又有协作 ,既互相制约又互为依托。东部是模式的支撑点 ;西部是模式运转的新动力来源 ;外部是必不可少的“外援” ;中央政府是模式的“神经中枢”。
