| 摘 要： | 介绍了伊春林权制度改革的基本情况，包括林权制度改革的目标、内容、实施方式、工作程序皿保障措施。对伊春林权制度改革的重要意义和初步成就进行了评述。对完善固有林权制度改革提出四点建议，即把林业建设与林业职工利益相结合，抓好配套改革措施，加强公共项目建设与管理，妥善处理相关政策界限。

| Abstract: | Introduce the basic experiences of forest management property system reform in Yichun,including the aim,contents,implementing methods,working procedure and protecting countermeasures.Give the commentary to the significance and the tentative achievement of the reform.Put forwards four proposes to perfect the reform,those are combining the forestry construction with the workers' benefit,improving the plementary reform,reinforcing construction and management of the public project,and appropriately handling the policies. |
