上海建造豪华邮轮面临的挑战与对策研究

设计建造豪华邮轮是上海大力发展和完善邮轮经济产业链的需要。本文分析了设计建造豪华邮轮面临的主要挑战，对上海设计建造豪华国际邮轮的对策进行了研究。提出了上海形成设计建造豪华国际邮轮能力的路线图，并就路线图的关键节点和主要举措进行了重点阐述。包括组织机构建设。政策环境营造，产业发展基金设立，自主研发与推动合作相结合、加强邮轮设计制造与运营管理专业人才队伍建设等。

Challenges faced by constructing luxury cruise and its countermeasures

Design and construction of luxury cruise is the need for Shanghai to develop and improve the cruise economic industrial chain. This paper analyzes the main challenges in the process of the design and construction, and then gives some suggestions. It proposes a road map for Shanghai forming ability of design and construction of luxury international cruise and describes the key nodes and major measures of this road map, including the construction of organization, the creation of policy environment, the establishment of industrial development fund, the combination of independent research and cooperation, the enhancement of cruise ship design and operations management professionals construction and so on.
