农村社会养老保险适度保障水平的实证分析

鉴于我国目前农村新农保保障水平偏低的现实,为实现农村新农保制度与城镇居民养老保险制度的结合,使我国农村养老保险的保障水平逐步迈向标准区间,文章认为,在今后一定时期内,农村养老保险的保障不仅要考虑农民的基本生活需求,还应考虑农民的扩展需求。因此,文章利用修正恩格尔系数和扩展线性支出模型分别测算了农村养老保险保障水平的下限与上限,最后从加大政府责任、规范集体补助和提高农民收入等方面提出了政策建议。

An Empirical Analysis of the Appropriate Security Level of Rural Social Endowment Insurance

In view of the low level of new agriculturlal insurance in our country at present, and with the aim to combine the new agricultural insurance system with the urban endowment insurance system, so as to gradually improve and standardize the rural endowment insurance security, we argue that in the future, the guarantee of rural endowment insurance should not only take into consideration farmer＆#39;s basic needs, also their expansion needs. Therefore, based on the revised engel coefficient and extended linear expenditure model, this paper measures the security levels of rural endowment insurance. Finally some suggestions are brought forth in terms of government responsibilities, collective allowance and farmers’income.
