The Feasibility of Establishing a Far East Financial Settlement Center in Heixiazi Island

With its unique geographical advantage and traffic conditions,the Heixiazi Island is expected to become another important bridgehead which will help Heilongjiang province participate in Northeast Asian multilateral cooperation and trade with Russia.To meet this demand,it is essential to establish a Far East finance settlement center in Heixiazi Island.In order to build it as soon as possible,Heilongjiang government should learn from the experience of advanced provinces at home in terms of RMB offshore settlement and inland financial settlement center construction;upgrade three modes one by one in terms of running in reality,imitating in the medium term and innovating in the long run;implement strategies with unique features;offer policy support;and provide loan guarantees.
