新型农村社会养老保险中基本养老金仿真学精算模型

本文首先划分"基础养老金为主,设立个人账户养老金账户,附加商业养老保险金"三个层次,具体给出强制性缴纳、政府兜底、受益确定性的低水平基础养老金的推进策略,指出对自愿性和补充性的"个人账户养老金+商业养老保险金"算法不予考虑.然后,从缴费年限、领取年龄、计发标准、农村国民生命表的编制和农村人口结构模拟、土地部分替代养老保险比例与基础养老金的目标替代率,这五个方面进行基础养老金的制度设计.接着,从个人缴费系数、个人缴费数值、集体或财政补贴来计算基础养老金中农民个体承受能力.然后,从三个方面进行基础养老金总体积累账户财政介入时机的模拟计算,即模拟假设、基础性养老基金总额模拟过程和模拟结果的计算,并做出了七点说明.最后,总结了本研究的四点创新之处.

Actuarial Model of Simulation on Basic Pension in New Rural Social Endowment Insurance
