| Abstract: | The evidence of administrative penalty is formed in the administrative procedures, and its value orientation should be consistent to the value orientation of the entire administrative procedure. On this basis, the characteristics of administrative penalty that different from other administrative actions determine the value orientation of the evidence system of administrative penalty is unique. |
