| 摘 要： | "5.12"汶川发生里氏8.0级地震,与其相邻的甘肃省水利工程也受到地震的强烈影响.考虑震区余震不断、主汛期即将来临,震损水工程还要承担发电、供水等任务,其安全问题引起水利部抗震救灾指挥部的高度重视,要求专家组深入现场,对震损水库等水工程进行震灾摸排、逐坝研判.专家组根据此次任务重、时间短、困难多、责任大、风险高的特点,以安全管理为核心,突出重点、兼顾一般,明确了应急安全管理的工作方式和方法,现场及时提出了应急处置方案.在对此次工作进行总结的基础上,对存在的问题进行了分析,提出了加强应急管理基础工作的建议.
