| 摘 要： | 我国是世界上监督种类最齐全、拥有监督机构和监察人员最多的国家。监督主体众多．但没有形成监督合力，监督效能低。行政问责制是近年来建立的力度最大的一种监督机制，应该通过行政问责制与其他监督机制的整合。协同监督，以形成监督合力，提高监督效能。
