论新时期海关发展战略的几个基本问题

摘要：在新的历史时期，中国海关需要制定新的发展战略。新的发展战略应该弥补以往海关发展战略的不足，以战略理论、贸易政策理论和公共管理理论为基础，以能力建设为核心，正确处理好海关与进出口商、海关与地方政府以及海关与国际海关之间的关系，全面提升海关的税收（财政汲取）能力、渗透能力、宏观调控能力、强制能力和行政能力。

On Issues of the Customs Development Strategy in the New Era

In the new historical stage, China Customs needs to formulate a new strategy, to overcome the shortcomings of former Customs strategies, to take capacity building as the core on the basis of strategy theory, trade theory and public management theory, to properly handle the relationship between the Customs and the importers and exporters, customs and local governments, as well as that between China Customs and the international customs ad- ministrations, and to enhance the Customs revenue collection （fiscal extraction） capacity, in- filtration capacity, macro--control capacity, enforcement capacity and administrative capacity.
