公共服务均等化的路径选择与制度安排

社会公平是社会主义和谐社会的本质要求，基本公共服务均等化则是社会公平的核心内容，在市场经济条件下，财富差距和收入差距是不能完全拉平的，否则就会失去效率，只有消费差距可以实现均等化。我国政府应该把社会公平建设的着力点放在基本公共服务均等化上。我国实现基本公共服务均等化要选择先普及后调整，先阶层均等化后社会均等化，先绝对必需的公共服务均等化后次必需的公共服务均等化的实现路径。推进公共服务均等化需要有相应的制度安排。
