| 摘 要： | 改革开放以来，我国经济建设取得了巨大的成就，人民生活水平日益提高。但我国城乡差距在扩大，农村的发展明显落后于整个经济的发展。党的十六届五中全会指出：“建设社会主义新农村是我国现代化进程中的重大历史任务。”文章分析了新农村建设中的问题，继而提出了政策建议。
