市场竞争与政府规制作用机制研究——以住宅市场为例

摘    要:近来,中国住宅市场价格由高峰下降到低谷.理论界与实务界对政府是否应干预住宅市场以及如何干预存在不同观点,有"抑市"、"救市"之争.通过对住宅市场的竞争结构等方面的分析,得出结论:中国的住宅市场是区域性寡头垄断型市场,住宅产品供给需求结构失衡,存在信息不充分等市场失灵现象.面对市场机制的缺陷,政府应积极发挥其规制机制的作用.但政府干预住宅市场仅是对市场的补充,是活跃低迷的楼市,不是救高房价.
