从三大检索系统看我国科技创新主体合作问题

高校、科研院所和企业是国家科技创新的主体力量,它们彼此间的合作互动对科技创新、产业进步极其重要。正确反映3个创新主体及其合作的成果,有助于评价科技发展现状和制定正确的科技政策。科技论文是反映科技创新成果的重要形式,其中被SCI、EI和ISTP三大检索系统收录的论文在许多国家被用来作为衡量科技发展状况的依据。借助于这一指标分析发现,目前我国科技创新各主体的发展极不平衡,其中高校的科研能力迅速提升,而企业的创新能力薄弱;各创新主体间的科技合作在低水平上徘徊,尤其是与企业的科技合作更为滞后。
