退耕还林可持续发展必须解决的一个粮食观问题

西部干旱半干旱农牧交错区退耕还林的基本前提是粮食供给,粮食供给的根本问题是粮食的可持续来源,粮食来源的基本途径从现在起的一段时期内,取决于国家退耕还林还草政策执行年限,现行的“二五八”期限显然太短,不利于该地区已有生态成果的可持续,若不在思想深处变革退耕还林中的粮食观,退耕还林还草工程就不可持续,特别是在粮食价格上涨期,矛盾尤为突出。粮食不仅仅是消费品,对于干旱半干旱农牧交错带生态修复而言,粮食既是生态公共品投入,又是宏观效益显著的政府投资。必须以全球的视野,立足于既要让山绿起来,又要让民富起来的可持续发展要求,从战略高度上树立正确的生态重建粮食观,为中国林草业开拓广阔的发展空间,实现生态效益、经济效益、社会效益并进的科学发展,从农、林、牧结合的全局上做文章,彻底摆脱农业生产资料不足对“三农”的严重困扰。

Sustainable Development of the Land Conversion Program Have to Solve a Problem about Food Supplies

The conclusion shows that in arid and half arid agricultural-pastoral area of west China,the food supply is a basic condition on the land conversion program,the basic question of food supply is a sustainable source of the grain.In one period from now on,the way of the grain sources depends on service life span "carried out grain for green"in China.Obviously the present"258"policy is too short time to favorable to ecology rebuilding.If does not change the grain view in the agricultural structural adjustment,it was not sustainable that"grain for green project"which the grain exchanges the ecology.Especially in the increasing price period,it seems particularly outstanding in the arid and half arid agricultural-pastoral area of west China.Without the sustainable supply of the grain,may not have sustainable ecological balance.The essence of the policy is the grain,food supply is a precondition to"give relief to local residents in the form of grain".Is the grain only consumer goods and relief?Without the economic view of regarding grain as the investment product,only regarding the grain as the general consumer goods and relieve things,it is not that deep understanding to ecology rebuilding depends on food supply.So we must improve grain view in western aridity and semi-arid region of China,if not,it is unsustainable for"grain for green"project to rebuild ecology.
