福建省国有资本经营预算支出研究——基于民生财政视角

只有向民生财政倾斜的国有资本经营预算支出才能体现国有资本收益的＂取之于民、用之于民＂的本质。然而,福建省国有资本经营预算支出实质上仍用于＂国企内再循环＂,并无民生倾向支出。对此,本文认为福建省国资预算支出应当在省属出资企业与省民生建设共赢的原则下向民生倾斜,从法律层面对国资预算的民生支出加以保障,从实际执行层面对具体民生支出加以确定;并且,加快健全和完善福建省国资经营预算制度,以实现制度耦合等方式,保障全省人民都能享受国资收益的成果。

Studies the Fujian province state-owned capital management budget expenditure

In response, the Fujian state budget expenditures should be tilted to the livelihood of the people in the provincial capital of enterprises and the people＇s livelihood and win-win principle, from the legal level in the state budget to ensure people＇s livelihood expenditure, the actual implementation to determine specific spending; and, accelerating the improvement of the management budget system of Fujian Province,in order to achieve system coupling, safeguard the people can enjoy the benefits of fruits.
