| 摘 要： | 非歧视原则是WTO多边协议群的重要支柱,通过最惠国待遇和国民待遇的互为补充、相辅相成来共同实现。因为服务贸易具有无形性、难以海关为界区分、各国水平差异极大、协议不成熟等特征,所以,非歧视原则在服务贸易与货物贸易中的适用既有继承,又存在区别,集中体现为最惠国待遇的一般义务和国民待遇的具体承诺。我国服务贸易领域在非歧视原则的适用上必须严格遵循,同时灵活运用,趋利避害。
