| 摘 要： | 黄线是城市的生命线,是提升城市功能和竞争力,构建资源节约、实现城市可持续发展的前提和基础。规划通过系统研究,统筹协调,最大限度地发挥基础设施黄线在城市发展中的价值作用和效益,有利于改善城市生态,优化人居环境,提升城市功能,彰显城市风貌,维护公众利益,发挥管理效能。本文结合实际工作,探索总结城市黄线控制规划工作思路,更好地引导、控制和规范城市建设与管理。
