摘    要:回顾了我国水污染防治的主要成绩 ,指出在新世纪中 ,必须以新经济观点认识水污染防治工作 ,从大系统的观念出发 ,整体规划 ,防治并举 ,以防为重。通过产业结构调整 ,开展清洁生产、资源循环 ,把污染挡在生产和地域的上游。最后提出几点创新考虑的具体政策 :建立污染负国内生产总值统计参照指标体系和万元国内生产总值用水定额指标体系 ,进行产业结构调整 ,控制点源污染 ;由生产指导、水资源保护和污染防治部门相结合 ,建立清洁生产研究、实践和推广一体化机构 ;由国家给予某些企业一定的补贴 ,限期提高技术 ,减少污染 ,增加净经济效益 ;抓紧制定饮用水水源地水质标准 ,加大饮用水水源地洁水技术投入。

Abstract:The achievements in the prevention and remedation of water pollution in China are reviewed.It is pointed out that water pollution problems should be solved based on the view of new economy and the concept of large system,and that pollution prevention and remediaton should be planned as a whole,both prevention and remediation of water pollution taken into account with emphasis placed on prevention.Through adjustment of industrial structure,clean production and resource circulation should be advocated.Finally some concrete polices based on innovative consideration are proposed, i.e. to establish index statistic reference systems for the decrease of the total output value caused by pollution and for water consumption of an output of 10,000 Yuan,to adjust the industrial structure for point source pollution control; to combine water resources prevention department with pollution treatment department,to form a united organization for research,practice and popularization of clean production; to supply some enterprises with certain state subsidies for technological improvement,pollution reduction,and net economic benefit increase; to formulate the water quality standard for drinking water sources and to increase the input of water purification technology at water source sites.
