| 摘 要： | 领导干部腐败现象的一个主要原因在于公共机构中权力配置不当。权力配置包含权力分配与权力行使两项内容。我国公共机构的权力配置问题可概括为权力匹配问题和权力制衡问题。我国公共权力配置必须遵循权力匹配和权力制衡两基本原则。

| Abstract: | The power allocation concept refers to two aspects,i.e.,power distribution and power execution.The allocation problems in China's public institutions are caused both by the problems in the power distribution and power execution.This paper maintains that power allocation has to follow the two fundamental principles,i.e.,power match principle and power balance principle. |
