关于农村环境保护地方立法的思考

农村环境保护是国家生态环境建设的重要内容。鉴于国家农村环境保护立法滞后，各地方经济社会发展层次参不齐和农村环境治理复杂性等方面的原因，导致各地方在农村环境保护立法中呈现出生态整体性考虑不足、立法形式多样差异大和技术性欠缺的问题。因此，建议明确地方农村环境保护立法的目标、改进立法技术和完善制度建设。

Thinking about the Local Legislation of Rural Environmental Protection

The rural environment protection is an important content construction. Because of the delaying of national rural environment of national ecological protection legislation, the regional differences of economic and social development , and the complexity of rural environment management, the local environment protection legislation comes out a lot of problems, such as , the local governments thinking little about the ecological integrity, large differences in legislation forms and technical lacking. In order to solve these problems, local governments should define objectives of environmental protection; improve legislation technology and the system construction.
