| 摘 要： | 中共十七大报告中明确提出了生态文明观念.鼓励建立资源节约型和环境友好型社会,不断增强可持续发展能力.文章从资源循环特征的分类出发,总结了我国自然资源利用的现状,并通过节约指数对国际问资源消耗进行了比较分析.从比较分析可知,要想建设好"两型"社会,由以资源消耗型主导的传统经济增长模式向以资源节约型为核心的循环经济模式转型是必然选择.
