固废进口的双重动力及其监管的进一步完善

近年来,我国对可用作原料的固废的进口逐年上升。文章从拉动力与推动力两方面分析了固废进口的双重动力机制,提出人均资源相对紧缺、制成品的巨额贸易顺差、对低碳经济的要求是宏观层面的拉动力,企业的逐利行为是微观层面的拉动力;而推动力主要是再生资源利用产业的国际转移。同时,在对现行监管制度进行分析的基础上,提出应从加强国际政府间合作、建立海外收购基地、完善固废利用的技术标准以及从圈区管理到再生资源产业园转变等方面进一步完善固废进口的监管制度。

The Double Driving Mechanism of the Import of the Waste and the Improvement of Its Regulatory System

In recent years,the import of the waste has been increasing fast.This paper analyzes the double driving mechanism of the pulling force and the impetus force and points out that the relative lower nature resource endowments per capital in China,the huge trade surplus of manufactures and the demands for the low-carbon economy are among the pulling force in the macro level while the profit-seeking behavior in the micro level.The impetus force,however,results from the international transfer of the recycling industry.In the meanwhile,future suggestions on how to improve the import regulatory system from the view of enhancing the international government＇s co-operations,establishing the acquisition base overseas,improving the reuse and recycle standards and building the renewable resource industrial parks as well are proposed on the basis of listing and analyzing the existing regulatory system.
