都市型现代农业发展中的政府责任

都市型现代农业是城乡协调发展的结果。但在促进都市型现代农业的可持续发展,实现城乡统筹的过程中,无论是美国、德国等西方发达国家,还是亚洲的日本、新加坡等国,政府都采取了相应措施,承担了不可或缺的责任。我国政府也应该以此为借鉴,在推动都市型现代农业发展中发挥重要作用,承担其应有的责任。但是政府在发挥作用时应注意行政、经济、法律各种手段的综合应用,不应使政府行为干扰市场机制的正常运行。

Government Responsibility in the Development of Urban Modern Agriculture

Urban modern agriculture is the result of the coordinated development of urban and rural areas.However,in the process of promoting the sustainable development of urban modern agriculture and achieving coordination of urban and rural areas,whether the Western developed countries such as America,Germany,or Asian countries such as Japan,Singapore,even China’s Taiwan,the governments have adopted corresponding measures and taken indispensable responsibility.Our government should learn from this,play an important role and take its responsibility when promoting the development of urban modern agriculture.However,the government should pay attention that administrative,economic and legal means be applied comprehensively and appropriately.The government’s action should not interfere with the normal operation of market mechanism.
