基于参与式方法的陕北山地土地流转政策调查与分析

流转土地承包经营权,发展多种形式适度规模经营是现阶段发展现代农业,增加农民收入,提高农业综合生产能力的重要保障措施。文章以地处黄土高原严重水土流失区的陕西省米脂县孟岔村为例,以问卷调查、半结构访谈等参与式方法对该地区流转土地承包经营权政策的实施进行了走访,同时对该地区基于土地流转机制的山地退耕还林效果等进行了野外实际现场勘察。利用问题矩阵对该地区与土地流转政策有关的问题进行重要性排序,并采用问题树工具分析其因果关系,发现了目前导致土地流转政策难以大范围实施的关键性问题。最后,对该地区已经成功实施土地流转的典型案例进行分析,以期为黄土高原山地土地流转政策的科学实施和退耕还林（草）工程的持续发展提供参考。

Investigating and Analyzing on Policy of Land Transfer Based on Participatory Means in Northern Shaanxi Mountains

Transfer the right to land contractual management,the development of an appropriate scale of operation in various forms is the development of modern agriculture and increasing farmer incomes and improving comprehensive agricultural production capacity of important safeguards at the present stage.In this paper,a serious soil erosion area is located in the Loess Plateau in Shanxi Province Mizhi County,Mengcha village,for example,a questionnaire survey,semi-structured interviews and other participatory approaches in the region the right to transfer land contracting and management implementation of the policy carried out visits,while it is surveying the effect of transfer mechanism in the area of land-based effects such as returning farmland to forest of mountain actual field survey carried out field.The policy-related issues of land transfer have been conducted order of importance accord to the question matrix in the region,used problem tree tool analyze its causal relationship and found the policy of land transfer is hard to be carried out in a wide range in the current.At last,the paper analyzed a typical case which has successfully implemented land transfer,and provided useful experience for the scientific implementation of mountain land transfer policy and the sustainable development of convert arable land to forestry （pasture） in the Loess Plateau.
