加快建立社会主义公共服务体制的思考

在全社会公共需求全面快速增长的背景下,加快建立社会主义公共服务体制既有现实性、迫切性,也是改革攻坚的基本目标之一。要以“提供基本而有保障的公共产品”为重点,确立“十一五”时期社会主义公共服务体制建设的主要任务。要推进政府转型,强化政府在公共产品供给中的主体地位和主导作用,加快建立公共财政体制,建立以公共服务为导向的干部人事制度,加强改革协调和营造有利于全面推进改革的氛围。
