政府在林业专业合作组织发展中角色定位的认知差异研究

通过对云南省310个林业专业合作组织成员和政府工作人员的问卷调查,定量分析了政府在林业专业合作组织发展中角色定位的认知差异。实证研究结果表明:政府工作人员和林合组织成员对政府作用大小、政府实际发挥作用和应该发挥作用的范围、政府作用状态、政府管理方式等方面的认知都存在显著差异;林合组织成立年数的长短显著影响成员对政府的服务需求;组织规模变量显著影响成员对政府管理方式及其作用状态的认知。由此建议:政府应当在信贷政策、基础设施完善和技术培训等3个方面给予林合组织重点扶持;明确政府在林合组织不同发展阶段的角色定位;政府应当结合组织的成立年数和组织规模采取差异化的扶持或指导措施;在管理过程中政府应做到既不缺位,也不越位。

Research on Cognitive Differences of Role Orientation of Government in the Development of Forestry's Professional Cooperative Organizations

Based on the questionnaire survey of 310 members of the professional cooperative organizations and government officials in Yunnan province,the quantitative analysis of the cognitive differences about the orientation role of the government in the development of forestry professional cooperative organizations is carried out.Empirical results show that there is a significant difference between the influence on government function by government officials and members of forestry professional cooperative organizations,the actual function and expected function scope of the government,condition of the government action,and the ways used by the government to manage forestry professional cooperative organizations.The establishment period of the organization has a significant impact on the demand for government's service of its members.The organization size significantly affects the cognition about government management mode and its function condition by members.According to this,there are some suggestions: the government should give strong support for forestry professional cooperative organizations in three aspects of credit policy,infrastructure improvement and technical training; government should clarify its role in different stages of the development of forestry professional cooperative organizations; the government should give different support or guiding measures taking establishment period and size of the organizations into consideration.In the management process governments are expected not to be absent or offside.
